Binance in Israel: what still works, and what doesn’t

The world’s largest exchange is also the most-rated crypto app in Israel. Yet since 2022 it no longer targets Israelis, there is no shekel, and money leaving it for an Israeli bank gets a hard look. Here are the facts.

Does Binance work in Israel?

The short answer: the app works, but service for Israelis is limited and murky. On one side, Binance is the most-rated exchange app in Israel’s App Store, with 18,307 ratings averaging 4.59★, so demand is clearly real. Israel is also absent from the restriction lists we could find. On the other side, since February 2022 Binance has not directed any activity at Israel; there is no shekel, no Hebrew and no Israeli licence.

There is also an open question worth knowing about: who exactly is on the other side of your contract. The app’s seller in the Israeli App Store is Binance Switzerland AG, but which Binance entity actually contracts with Israeli residents we could not confirm. That is not a technicality. The entity decides which law applies, where you go in a dispute and what happens to your money if something breaks. Before depositing anything meaningful, read the terms as they are shown to you at sign-up.

What happened in 2022, and why it still matters

In February 2022 the Capital Market, Insurance and Savings Authority stepped in and asked Binance about licensing. According to CoinDesk, Binance then said it had stopped marketing to Israelis and all activity focused on Israel “until we examine the issue of licensing”. Hebrew and shekel support were removed at the same time. As of October 2026 we found nothing to suggest Binance has obtained an Israeli licence or formally returned.

The last entry matters to anyone waiting for Binance to “come back”. The bill, Amendment 18, would let foreign regulated firms apply for a tailored licence from CMISA. As of October 2026 it has not become law, and there is no announcement that Binance plans to apply.

In Israel, the licensing duty sits with the service provider: an exchange, broker or custodian serving the Israeli public needs a licence under the 2016 Financial Services Supervision law. Owning and trading crypto is not prohibited for users, and we found no rule barring an Israeli from using a foreign platform. What changes is the level of protection. No Israeli regulator supervises Binance, and in a dispute the law of the foreign entity applies. CMISA itself advises the public to check that a provider is licensed before using it.

Tax-wise there is no difference at all. Gains on a sale, and coin-to-coin swaps, are subject to 25% capital gains tax for individuals, and losses can be offset. From 2027 Israel joins the OECD’s CARF exchange of crypto-account data. See our crypto tax guide.

Binance P2P in shekels: it doesn’t exist

Plenty of people search “Binance P2P Israel” because that used to be the familiar way to buy USDT by bank transfer. When we queried the public Binance P2P interface on 5 October 2026, the shekel was missing from all 112 fiat currencies and there was not a single shekel ad to buy or sell. The shekel went in 2022, along with the rest of Binance’s Israel-focused activity.

The shekel P2P market has moved elsewhere. That same day OKX showed 25 sell ads and 38 buy ads in shekels, and Bybit 13 and 59. It is not cheap, though: the median premium on OKX was about 21% above the market rate, and only a handful of ads came close to a fair price. The account seizures: what actually happened

Between 2021 and May 2023 the Defence Ministry’s National Bureau for Counter Terror Financing issued administrative seizure orders on 189 crypto accounts, most of them at Binance, that it linked to Hamas or ISIS. In April 2023 alone, more than 80 Binance accounts worth about $140,000 were seized from three Palestinian exchange firms. A further order in January 2023, signed by the Defence Minister, covered two accounts linked to Islamic State activity.

Keep it in proportion. The orders targeted accounts tied to terror financing, mostly exchange businesses, and we found no evidence of action against ordinary Israeli users. What it does show is that Israeli authorities watch money flows on international exchanges. In September 2025 the bureau listed 187 USDT addresses it linked to Iran’s Revolutionary Guard. Anyone receiving coins from an unknown source, or buying from an anonymous P2P trader, can end up close to money like that without knowing it.

Withdrawing from Binance to an Israeli bank

This is the question that brings most Israelis here, and there is no one-click answer. There is no shekel withdrawal, and your bank sees Binance as a foreign provider not licensed in Israel. The Bank of Israel’s Directive 411 forbids a bank from refusing funds solely because crypto is involved, but requires separate policies for licensed and unlicensed providers and a close look at the source of funds above ₪100,000 a year. In practice, money that passed through Binance is the “open garden” case, where banks ask for the most paperwork.

What to prepare before you sell: a source-of-funds declaration explaining where the original shekels came from, the full Binance transaction history in CSV or PDF from first purchase to sale, and your tax filings. In complex cases banks also ask for an expert opinion. A July 2026 Bank of Israel draft would move banks to a risk-based approach, but until it takes effect, documentation is what decides. What still works on Binance, and the risks

Binance’s strengths have not gone anywhere: it has the widest coin range and the deepest liquidity in the world. If you already hold coins there, you can keep trading coin against coin and moving crypto in and out. Card purchases run through third-party providers, and we have not confirmed that Israeli cards are accepted. The question is not whether Binance is “good”, but whether it suits someone who lives in Israel, pays in shekels and wants shekels back in the bank.

The three risks we would put on the table: an unclear contracting entity with no Israeli protection; real friction with your bank when you sell; and the temptation to use P2P elsewhere to work around the missing shekel, with all the risk that brings. Our take

Binance is an excellent exchange for people who already live in crypto and move coins between platforms. It is a poor choice for an Israeli who wants to go in with shekels and come back out to a bank.

If you use it anyway, act as if your bank will ask about every trade a year from now: download statements every quarter, never buy from anonymous traders, and plan your exit through a licensed Israeli platform before you need it.

Binance earns points for range, liquidity and popularity. It loses them on everything an Israeli resident needs: shekels, Hebrew, a licence, a clear contracting entity and a clean route back to the bank.

Is Binance available in Israel?

Partly. In February 2022, after Israel’s Capital Market, Insurance and Savings Authority questioned its licensing, Binance stopped all Israel-focused activity and removed Hebrew and shekel support. Israel does not appear on the restriction lists we found and the app is in Israel’s App Store, but we could not confirm Binance’s current onboarding policy for Israeli residents. There is no shekel, no Hebrew and no Israeli licence.

Is it legal for Israelis to use Binance?

Israel’s licensing duty falls on the service provider, not the user, and owning and trading crypto is legal. But Binance holds no CMISA licence, so you have no Israeli regulator to turn to, and your bank may look closely at money coming from it. Gains are taxed at 25% capital gains tax, exactly as on any other platform.

Does Binance P2P support the Israeli shekel?

No. When we checked on 5 October 2026, the shekel was missing from all 112 fiat currencies on Binance P2P, and there were no shekel ads at all. The shekel was dropped in 2022. Today the live shekel P2P market is mainly on OKX and Bybit, with a median premium of about 21% over market and real banking risks.

How do I withdraw from Binance to an Israeli bank?

There is no shekel withdrawal. The orderly route is to send your coins to a licensed Israeli platform, for example Bits of Gold, which sells coins from an external wallet for 1.95% plus VAT, and withdraw shekels from there. Prepare your Binance transaction history and a source-of-funds declaration in advance, especially above ₪100,000 a year.
