Peer-to-peer crypto in shekels: a thin, pricey market

Buying directly from another person sounds like a way to dodge fees. In shekels it is a small, expensive market with real traps. We checked every major platform on the same day; here is what we found.

P2P crypto means buying and selling directly between people. A seller posts an ad on a platform, the buyer pays by bank transfer or app, and the platform holds the coins in escrow until the seller confirms the money has arrived. Worldwide it is a huge market. In shekels the picture is very different. We checked every major platform on 5 October 2026, between 11:34 and 11:41 UTC, and found a small market, dominated by a handful of traders and priced well above the going rate.

The first finding surprises many people: there is no shekel P2P on Binance. ILS does not appear in the service's list of fiat currencies, and our check returned not a single ad. Binance stopped Israel-focused activity and dropped the shekel in February 2022, after the Capital Market, Insurance and Savings Authority asked about its licence. If you are searching for "Binance P2P Israel", that option no longer exists.

The table shows how many USDT-for-shekel ads each platform carried at the moment of our check, and at what price. "Sell ads" are ads where you buy USDT from a trader; "buy ads" are ads where you sell to one. The reference rate was ₪3.0448 per US dollar.

Data from each platform’s public API, 5 October 2026, 11:34–11:41 UTC. Bybit also showed tiny ₪7–8 ads at ₪2.99–3.00 that look like bait. P2P order books change every hour.

A few things stand out. The market is thin: roughly 40 to 100 live ads per platform, against thousands for euros or dollars. Each book is dominated by one or two merchants, some advertising capacity in the hundreds of thousands of shekels. On the other side of the book, the median OKX bid was ₪2.715 per dollar, about 11% below market, while realistic bids sat at ₪3.00–3.05. Not one ad on any platform offered to meet for cash.

What about non-custodial P2P? On Hodl Hodl, which uses on-chain escrow rather than holding coins itself, there was exactly one shekel offer: a buyer bidding about ₪240,666 per bitcoin, roughly 8% below the market, for deals from ₪1,000 to ₪80,000. We did not check Bisq or RoboSats, which need dedicated software or the Tor network. The bottom line does not change: shekel liquidity sits mostly with a few traders on OKX and Bybit.

What it really costs: the premium over market

The number that matters in the table is the premium. The median ad to buy USDT on OKX asked ₪3.70 per dollar, 21.5% above market. On Bybit the median was 22.8%. That median is driven by a long tail of expensive ads. A careful buyer who filters for traders with a completion rate above 95% and real volume can get a premium of 1.5% to 7%, which is roughly the same as the all-in display price at Bits of Gold, about 2.5% above market in our check, but without the protection of a licensed Israeli platform.

Our calculation from ad prices and a rate of ₪3.0448 per dollar, 5 October 2026. Bits of Gold says its display price includes the cost of buying the coin and FX conversion.

In shekels it looks like this. ₪1,000 at the market rate is about 328 USDT. At the cheapest OKX ad, ₪3.09, you get about 324. At the median ad, ₪3.70, you get about 270, roughly 58 dollars less. On the selling side, the top Bybit bids were ₪3.70, ₪3.51 and ₪3.50, and Bitget's best was ₪3.60, all far above market. That sounds like a gift if you want to sell. In practice it is the single biggest warning sign in this market, and we will come back to it.

Payment methods: bank transfer, Bit, Revolut and Wise

Shekel ads rely almost entirely on transfers. Across the 25 OKX sell ads, we counted Leumi (13), Hapoalim (10), Discount (9), generic bank transfer (8), Bit (7), Mercantile and Skrill (6 each) and Revolut (4). In the OKX buy ads, Bit appeared in 21 of 38. On Bybit and Bitget, the methods were mostly bank transfers, Revolut and Wise. PayBox appeared in no ad, and neither did cash.

Bit. Bank Hapoalim's payment app has limits that change the maths for P2P sellers. Since 14 November 2024 you can receive up to ₪100,000 per calendar year from private individuals, and from 1 May 2026 Bit charges 0.8% on everything received above ₪25,000 a year. For a one-off buyer this barely matters. For someone selling regularly, it erodes the margin and leaves a tidy record of payments from strangers. PayBox is tighter still: ₪4,000 per payment and ₪7,500 a month.

Revolut and Wise. Both appear in ads, but according to 2026 guides Revolut does not issue cards to Israeli residents, so these are probably foreign accounts. That adds a risk: with these methods, and with Zen and Skrill, a chargeback is possible even after the coins have been released. The risks: frozen accounts, triangulation fraud and chargebacks

Triangulation fraud. This is the scenario that explains bids above market. A scammer advertises a product or an "investment" somewhere else, and a victim agrees to pay. At the same time the scammer opens a P2P trade with you and has the victim pay straight into your account. You see money arrive and release the coins, which go to the scammer. When the victim realises, their bank recalls the transfer or files a complaint, and it is your account that gets frozen. We found no documented Israeli case of this kind, but the pattern is well known in other markets, and a buyer paying 15% over market is exactly what it looks like. We are not accusing any named advertiser; we are saying it is a red flag.

Bank freezes and reviews. Israeli banks report unusual transfers, and a run of incoming payments from strangers with a note like "USDT" looks like money-service activity. Account closure is a real risk. One older ruling held that a bank could not close a crypto miner's accounts but could refuse to accept the proceeds. And P2P is the opposite of a closed loop: when you later have to explain your source of funds, ten payments from ten strangers is the hardest story to tell. See crypto and Israeli banks.

Tainted coins. The National Bureau for Counter Terror Financing has issued seizure orders against wallets and accounts, including 187 USDT addresses linked to Iran's Revolutionary Guard in September 2025. Buying from an unknown trader means you could receive coins from an address like that. Licensing. A trader quoting two-way prices repeatedly may be providing a financial-asset service without a licence from the Capital Market, Insurance and Savings Authority, and none of the big shekel merchants is a known licensee.

Cash and P2P: what the law says

Under Israel's Law for the Reduction of the Use of Cash, a cash deal between private individuals is capped at ₪15,000, and at ₪6,000 if one side is a business. Splitting a deal to get under the cap is itself prohibited. We do not give guidance on meeting strangers with cash, and for good reason: in September 2025 a crypto trader in Herzliya was attacked in his apartment building and forced to transfer about $590,000 in bitcoin and USDT. In shekel P2P, anyone who cannot filter traders pays 20% extra, and anyone who sells to an over-generous buyer may pay with their bank account. Beginners have simpler, cheaper options.

P2P can suit an experienced user who understands the mechanics, works with an established trader and is ready to explain every transfer to the bank. Does Binance P2P work in Israel with shekels?

No. On 5 October 2026 Binance P2P showed zero shekel ads, and ILS does not appear in its list of supported fiat currencies. Binance stopped Israel-focused activity and removed the shekel in February 2022, after the Capital Market, Insurance and Savings Authority questioned its licence. Shekel P2P ads today are mostly on OKX and Bybit.

Is P2P crypto trading legal in Israel?

A private person occasionally selling their own coins is not running a regulated financial service. A trader who quotes buy and sell prices repeatedly for profit may be providing a financial-asset service without a licence from the Capital Market, Insurance and Savings Authority. Cash deals are also capped by law: ₪15,000 between private individuals and ₪6,000 with a business.

Why would a P2P buyer pay more than the market price for USDT?

When someone offers well above the market rate, for example ₪3.50 to ₪3.70 against roughly ₪3.04, the usual explanation is triangulation fraud or laundering: the payment comes from a victim’s account or from scam proceeds. When the victim’s bank recalls the transfer, your own account may be frozen. A price that looks too good is a warning sign.

Can I use the Bit app for P2P crypto, and what are the limits?

Bit appears as a payment method in many OKX shekel ads. Since 14 November 2024 you can receive up to ₪100,000 a calendar year from private individuals through Bit, and from 1 May 2026 Bit charges 0.8% on everything received above ₪25,000 a year. For a one-off buyer that matters little; for a regular seller it eats the margin and leaves a clear trail.

Yes, it is a real risk. Israeli banks report unusual transfers, and a run of incoming payments from strangers with a note like USDT looks like money-service activity. If one payer was a fraud victim, the transfer may be reversed and the account reviewed. P2P is also the opposite of a closed loop, so it is hard to explain in a source-of-funds check.
